NCLB’s Next Test

As Congress contemplates reauthorizing No Child Left Behind, it will have plenty of data with which to frame the debate. For every bit of encouraging analysis—overall fourth-grade and eighth-grade math scores rose to all-time highs, for instance—there are reports that take those numbers to task. Whatever legislators believe, expect to see refinements to what is tested, how it is tested, and who will pay for it all.

  • The Civil Rights Project at Harvard predicts that only 24 percent to 34 percent of students will meet the NCLB reading proficiency and 29 percent to 64 percent the math proficiency targets for 2014
